Zach, Snows are tough. If the birds are feeding in the field you are in, you are on the X and the birds should return. You had no success at all with the 100 rags? Are you setting up exactly in the spot they are feeding at? Rags are not very realistic, but if you are on the X, The birds should be coming to that spot.
You really need more white out there, as when using decoys not as realistic, numbers play a bigger part than when using fullbodies and or shells.Are you using an e-caller as well?
I would try to get more white in that field!!

Yesterday we hunted a different location we hunted water and we set up right where snows had been roosting we got there in the morning watched everything leave to feed and set up there, we had a strong south wind which should have helped but the geese came in low but they wouldnt come in to our decoys, i hate rags im going to make a bunch of northwinds this summer and get some shells but we are just doing with what we have for now.

With the results you are having with rags and being that rags are all you have AND assuming your on the roost or the X I would get very well concealed an patiently await their return w/o any decoys. Remember decoys and calls are but a tool to get them in range. If you do not need them or if they hurt you, don't use them!
