The tag that was on my boater's parka said that there is a 1'' torso adjuster on the vest....how does this work? Where is it?

This is what I think it is.

There are two bar tacks on each seam on the dog vest. You can cut to fit the neoprene to custom fit you dog between the front legs. Just don't cut above the second bar tack.
