Putting the New Flag to Work in MD

I just bought a new Power Flag last week, and it sure did a number on some late season MD honkers. We also got a couple of bands to go along with the limit. One of the bands was a plastic zip tie style band with some letters and numbers on it. I've never seen this before, and have been having trouble finding information on it. If anybody could give me some information on it, I would appreciate it. Thanks.
