I went and found the article you were reading and it is a little confusing for the central flyway. Lets see if I can explain it a little better. The US FWS has a set structure for when the regular duck season can occur and that is between Sept 24th and January 29th. The proposed structure for the High Plains is a 97 day season of those the last 23 days can not start until Decemeber 11th.
The rest of the central fly way would have a 74 day season that would start and end sometime between Sept 24th and January 29th.

97 day season are you kidding?? MN gets the short end of things i tell you.. they cut our limit down now too.. which is fine.. I would love to see the season up here run longer cause the season is good first week and when the first major front comes threw.. But it just seem like the ducks pass threw this state now.. When i was younger it was awesome.. you defiantely need to be out in the field when they come threw cause its short an fast. But theres always divers an mallards around till things freeze up.. thats where it would be nice to have that season go longer.
